When you say you have no experience, do you mean no work experience at all? I came out of college with no experience in the HR area (and no particular interest in getting any), but I ended up in HR through an administrative position. I had adminstrative/clerical work experience through temp jobs, and that got me placed in to a position as an admin in an HR department. I did pretty much straight-up admin work (filing, answering phones, etc.) for 1 year, then moved into a Recruiting Assistant role for 5 years, a Recruiter for 1 year, and I am now an HRIS Analyst. From that original admin role, I could've made the choice to go in a direction that would have led more to an HR Rep and HR Generalist route.
You may also want to look at starting with a staffing agency. They may take you with limited experience and start you off in a sales/recruiting role. One of my colleagues started off in that route and she moved from there to corporate recruiting and is now an HR Generalist.

How about trying to be a recruiter. Maybe with roberthalf.com.

If not that then check careerbuilder.com for companies outside of NYC. Like NJ , White Plains, Long Island.
good luck.
